The aims of the author remain what they have been in earlier editions, namely, first to describe and analyze, in the spirit of pure science, the existing forms of procedure and the organs, national and international, employed for conducting and regulating international transactions, and second to evaluate these facilities logically and even ethi cally, to some degree in view of the needs of the nations and the international community. As between these two objectives greater emphasis is placed upon the former. Nations and governments seem to make so many errors of perception and judgment that study of their behavior on the basis of a trusting assumption that they are logical or wise is bound to be disappointing. Not what the nations should do, in view of their nature and needs and prior behavior, but what they are doing and are likely to do, in this direction, and why, forms the center of the study. The reasons which seem to justify a concentration of attention upon these aspects of international phenomena will be fur ther discussed in the text. Finally, attention is given only briefly and incidentally to the historical aspects of the sub ject, although the development of this type of activity and organization in the immediate past has an important significance all its own. This does not mean that a legalistic presentation is vii viii PEEFACE TO THE FOURTH EDITION offered in what follows. Yet even the World Wide Web, which allows almost any computer to read and display another computer’s documents, has increased the amount of printing done. The use of e-mail in an organization causes an average 40 percent increase in paper consumption.
